A lack of confidence in the police response to the initial riots in London in August led to further disturbances across England, a report has concluded.
The Riots, Communities and Victims Panel found it had "encouraged people to test reactions in other areas"
You know the guys that died? Well I found out that the ambulance took 20mins to get to them - and the hospital is literally at the top of the road - the police wouldn't let the ambulance take care of them until everyone shut up! They were crying and stuff and the police were telling them to stop that :/

The ambulance should not have taken more then 6 to 8 mins or 10 at the most, they probably did that because of "Ealth and safety"
