It is free, but you require the .net toolkit version 2 or greater (you can download it with the toolkit, or without it... but if you download it without it, it better already be installed... safer to get the with version)

Get version 2.72 (3.0 beta 3 is a test package... all beta's are...)

Or if you want a vector editor, you can get inkscape.

inkscape is a vector editor.

It is more of a drawing application than an image editing one.

You start with shapes, and make graphics with it. In vector form. Like Adobe Illustrator. (but you can also use it as a limited image editor...)

paint.net is more of an image editor. You edit existing images (you can make new ones aswell). Like the GIMP, Photoshop, Paintshop Pro etc...

You probably need an image editor. get paint.net
