It is tax evasion. Not the same as stealing.
Sometimes it can have a harsher sentence than murder.
Ask the bootlegging American gangsters of yesteryear that are now dead. They did not get sent away for murder, but tax evasion.

I assume this is about the tax debate?
If so, We are told to follow the law of the land, unless it directly conflicts with Qur'an and Sunnah.
Tax does not. We also benefit from its use. (roads, hospitals, police invasion of Iraq etc are all funded through taxes)
Tax evasion would also involve lying (or at a minimum being economical with the truth).
I think it is wrong. Islamically so too. You would have to ask a scholar whether it would be outright haraam or not.
