To an extent. Expanding on what dawud said:
1. Everyone is rewarded for their good deeds. Even non-muslims.
2. polytheism is unforgivable.
3. If someone has not encountered Islam in an unadulterated form, as long as the person tries to be good looks for righteousness, believes in one god, then maybe.
4. If someone encounters Islam in an unadulterated form, rejects it, or just tries to avoid it out of hand not looking for righteousness, then no.
This is one of those theological debates with no real answers.
In it's simplest form, who goes to heaven or hell is not our choice, but is at the mercy of Allah (swt).
He (swt) is just, but also merciful. Noone who should go to heaven will go to hell, but many who 'deserve' to go to hell will go to heaven.
