Palestinian leader Mahmoud Abbas condemned the Israeli strikes in Gaza.

"What the Israeli occupation forces are doing in the Gaza Strip constitutes a war of extermination and bloody massacres against our people," Mr Abbas said in a statement carried by the Palestinian official Wafa news agency.

UK Foreign Secretary Margaret Beckett said London was "deeply concerned by reports of the deaths from Israeli shelling of civilians, including children, on a Gaza beach".

The first television pictures revealed a terrible scene, the BBC's Alan Johnston says.

At least four figures lay unconscious on the ground, possibly dead, our correspondent says.

A little further away, a man was lying on a sand dune, perhaps fatally injured, while a child stood looking on in utter horror, our correspondent says.

He says around the casualties were tables and chairs, and it looks very much as if this was a family enjoying their Friday afternoon off on the beach when disaster struck.

An Israeli army spokesman said Chief of Staff Dan Halutz had ordered an immediate stop to all artillery shelling of Gaza while an investigation was carried out into the beach shelling.

The spokesman told the BBC initial findings suggested the shell which killed the people could not have been fired from an Israeli naval vessel or from the air.

He said the army was investigating the possibility that it may have been fired by ground-based artillery.

For many months, the Israelis have been pounding away at open areas such as fields and orchards in an effort to prevent Palestinian militants using them to fire their home-made missile into crudely made missiles into nearby Israeli territory.

Iran already have close ties with Hamas and they really dont have much to lose in the sense they fear getting raided anyway..

The investigation focused on six artillery shells fired by the military. The army says it is certain five landed about 250 metres (820ft) from the beach where the Ghalia family were sitting.

One shell apparently misfired, but the explosion which ripped through the Ghalia family's picnic was at least eight minutes afterwards, the army says.

Concluding his investigation, General Klifi said on Tuesday: "The chances that artillery fire hit that area at that time are nil."

Appearing alongside him, Defence Minister Peretz said "the intention to describe this as an Israeli event is simply not correct".

But they did not say what might have caused the blast.

Israel frequently shells northern Gaza, targeting militant rocket crews who attack nearby Israeli territory.

An expert working for the Human Rights Watch said the Palestinians' injuries were not consistent with a blast taking place beneath them.

"It has been suggested by some that the family was killed by a land mine, and this is patently not the case," Mark Garlasco said.

"All of the evidence is pointing to a 155mm shell as having killed and injured the Palestinians here on the beach," he said.

"My assessment [is] that it's likely that this was incoming artillery fire that landed on the beach and was fired by the Israelis from the north of Gaza."

Reacting to earlier reports that the Israeli inquiry would blame the blast on a mine planted by Hamas, a Hamas spokesman accused Israel of "shying away from its responsibilities over this atrocious crime".

"These Israeli allegations are false and lack any credibility," Ghazi Hamad said.

The army said at the time that the 19-year-old from the West Bank settlement of Tapuah had deserted in protest at the withdrawal by Israel of settlers from the Gaza Strip and four small West Bank settlements.

I personally believe the Israeli investigation. They have been quick in the past to acknowledge stray missiles and accidental deaths if they know about it, and in this case they had reason to doubt the veracity of the Palestinian claim because the times were off. Subsequently they verified that it was not an obviously Israeli missile and that people had been removing incriminating shrapnel from the scene. The Palestinians have been caught manipulating this kind of story many times, have had three days to set the scene, very often when Palestinian weapons go off unexpectedly they try to blame Israel before acknowledging the truth, and plenty of reporters are eager to shout about it.

The Israeli justice system is strong and based on what we know these guys will not be in trouble. Sharon himself was quick to brand the shooting an act of terror, and what Mickey Rosenfeld calls cold-blooded murder will probably be shown up as a mix of defense, heroism and adrenaline.

The IDF said the cell had been involved in Qassam attacks against the Negev the day before. The two Fatah men, members of the organization's military wing, were traveling in a car in the Sheikh Radwan quarter of northern Gaza City when their vehicle was hit by IAF missiles. Imad Abu-Hamed, one of the injured men, is an intelligence officer in the Palestinian Police who has worked in recent years with the Popular Resistance Committees (PRC).

According to the Shin Bet security service, he has been involved in weapons smuggling and establishing a Fatah Qassam network and dispatching terrorists on attacks in Israel. He was also said to have been the intelligence officer of the PRC commander Jamal Abu-Samhadana, killed by Israel two weeks ago, and had extensive connections with Hezbollah in Lebanon.

While Iman was lying, wounded or dead, about 70m from the Israeli guard post, the platoon commander approached her and fired two bullets from close range at her head, the soldiers said.

He then went back a second time, put his weapon on the automatic setting and - ignoring their objections on the walkie-talkie - emptied his entire magazine into her body.

But the army says it accepts the commander's claim that he fired into the ground near the girl after coming under fire in a dangerous area.

It has not explained why the officer shot into the ground rather than at the source of the fire.

"The investigation did not find that the company or the company commander had acted unethically," an army statement said.

"The investigation concluded that the behaviour of the company commander from an ethical point of view does not warrant his removal from his position."

But the investigation criticised the officer's leadership abilities.

"Due to these failures the company commander was suspended from his position, and his future career [in the army] will be decided upon in the course of the next week," the statement said.

A separate military police investigation into the incident is continuing.

Ehud Olmert, the Israeli Prime Minister, expressed "deep regret" for army operations that have killed 14 Palestinian civilians in Gaza in just nine days but said the lives of Israeli citizens threatened by Qassam attacks were "even more important".

He is saying that Islaelio lives are more important than Palestinian lives.

I agree with Admin, can Muslim in the holy land live by the same principals? The answer to that is not and will be smeared as extremist with only one goal to destroy Israeli, ironic that Israeli have almost destroyed the Palestinians.
