This talk was given by Nouman Ali Khan. A rlly good talk at that too mashAllah, so here it is in summary!
One of the essential roles that the Quran plays in the lives of the believers is that it serves as a reminder and by definition a reminder is something that you already know and Allah(swt) reminds us in the Quran of things we know but may not always act upon.
This lends to an appreciation as to why there is so much repetition in the Quran; and the proportion to which something is mentioned in the Quran illustrates how quickly people forget that very same thing.
So if Allah(swt) mentions Taqwa 251 times in the Quran, it is because even though you know about it, you forget to apply it. You forget to think about it or realise it when the time comes. So you need to be reminded.
If googles ya friend, a quick search will throw up a coupla things. I have gone for the following: Taqwa literally means to protect oneself, i.e. from the wrath of Allah(swt) through the obedience of Allah(swt).
If you listen to the talk, the speaker translates Taqwa as being conscious of Allah, which makes sense, because how can you expect someone to be obedient of Allah's commands (and thereby gaining protection from His wrath) if they have no consciousness of Him!
The speaker uses a reminder from Surah Ali Imran:
"Obey Allah and the Messenger(saw) so that you may be shown mercy." In this ayah Allah(swt) has attributed obedience to Allah(swt) and His Messenger(saw) with the one who is hopeful of getting Allah's Mercy.
So anyone hoping for Allah(swt) to show mercy on them, needs to first change their attitude about obedience to Allah(swt) and the Messenger(saw). There is NO mercy outside of obeying Allah and His Messenger(saw).
The passage specifically discussed in the talk concerns a certain category of people and certain traits that these people have. The mention of these people is after Allah(swt) has mentioned Jannah both at the beginning of this passage and at the end of the passage.
So who are these people? Do we not want to embody some of these traits so that we are hopeful of Allah's Jannah? (This is when you shout YH WE DO!!)
I can summarise some more and you wouldn't have to bother listening to the talk, but I'm not gonna do that as you simply won't get the same out of it!

Beautiful talk mash Allah, i especially liked the last bit of the talk when he was talking about the traits of the muttaqeen when they slip up and they sin but they turn to Allah straight after doing so. Oh and the example of the child who has angered the mother and after being disciplined by her still turns to her for protection, forgiveness etc. Loved that example.
Also loved the bit about forgivness mash Allah, i loved the whole talk. Subhanallah it just goes to show how amazing the Qur'an is and how important it is for us to understand the meanings of the words rather than focusing on the recitation of it. Not saying that recitation and beautifying ones recitation isn't important but it seems like people are forgetting the main point of the Qur'an, which is to implement the Qur'an into our lives and the whole world insha Allah
