Hey I think those are good questions you asked.
I've got the full Quran on my phone and I read and listen to it usually after Fajr (so still got wudu and hijab)...but I also listen to it when I dont have wudu, but dont read it. I do treat it the same as normal book Quran shareef.

digital qur'ans are not the same as normal qur'ans in treating from what I have been told and handling them does not require the same care as when handling the qur'an. Or something like that.
Meaning if you have the qur'an on your laptop, you do not have to treat your laptop as if it is the qur'an.
You know how they say near the end of times, the qur'an will be raised up... could that mean it will only be present in digital form?

out of salah? ( i read that out of salah, because of the ahadith that says we should read clearly and the ahadith that for pronouncing each letter you get 10 good deeds, these are used as proof that we should move out lips)

I tend to use this skeptics version as well as a few other sources (including a paper based version). Though as a wicked, God dissing atheist I do not hold these writings to any high esteem.
You have to move your lips in salah for it to be valid.

You can read the Quran without wudu anyway. Question comes in when you have to touch (the object) which has the writing on it.

Its fine dude. Unless you're talking about a laptop with touch-screen...
The Quran Shareef book and the electronic devices which have the Quran are two very different things. You don't require wudu to read or touch the electronic devices...
However the Quran Shareef book requires to be placed in a high position in the house, requires wudu to touch it and read it.
