It is best not to cut the hair or pare the nails in these 10 days. One is not sinful for cutting or paring but it has been recomended not to.
2 main reasons:
1. Out of respect for the sanctity of the 10 days.
2. Out of IMITATION OF THE Hujjaj.
According a hadeeth to the effect:
''Whoever imitates a people, then he is from them''.
Hence people are encouraged to imitate the hujjaj, the blessed guests of ALLAH, in these days.
Strange that innit? Not cutting hair and paring nails is deemed an act of imitating the pilgrims. But according to some dressing eatin living like a kafir is not imitation.

Its just Med has a lack of manners, and he needs to be taught them.
Not everyone will ignore him, and today I seem to have decided not to tolerate a lack of manners.
You cannot make a swipe, and expect everyone to ignore it.
Med; the Prophet did not do something or stop dping something because it was also done by the Kuffaar. He stopped people from doing things because they were wrong, or copied another religion in worship.

These days of Haj are indeed great. But only for those who actually go on pilgrimage.

I think the first ten days of Hajj start from tomorrow. We should fast more and do a lot more dhikr.
If ones fasts on the day of Arafaat their sins for the past and coming year are forgiven.
