If you force someone to do it (ie make it compulsory) then its a bad as it is adding to the compulsory things.
If on the other hand a good act is just encouraged... that can be fine.

ye i have. iv also heard theres good and bad bidah and at the end of the day i dont think making duaa for the deceased is bad.
