He backs the local authority in taking actions. That is slightyl different from backing the actual suspension.

A part of the reasoning is to differentiate.

They mean "symbol of seperation" as a bad thing.
If they thought it was a "good" thing they would have said it was a "denotation of distinction", "personification of plurality" or even "mark of multiplicity".
