A shield. the guy is also not wearing any protection like the soldiers are. He is being told where to go. See where he is about to go up a flight of stairs but then ios redirected to not go up any further flights, the little shoves to move him forward etc.
Apart from that one, there is also mention of the eleven year old that was used.

I doubt they would be callous to exterminate the people - also then no one would "cooperate" as much as they do. At the moment they know that there is a chance they will survive.
