They aren't the same, GW said it for political purposes. But it is always a stupid thing to say.
I don't think your poll question is clear.

I think that while many Muslims would like him to, and many non-Muslims take the bait, the answer is no.

I dont get your poll question?? It dont make sense.
GWB is an a$$... but whose the biggest a$$? The a$$ or the a$$ that follows him around (this means you Tony Blair!).
An insanity plea may get you out of jail but it will mean checking into a psych ward with padded rooms. Which would be worse than jail.
The man who killed 7 people is a murderer, but since GW Bush is the president of the USA may not be labeled a mad man... but he's definately a dumb a$$. The man has lost all credibility and will most likely be out of office during his next election.
There are many reasons why he has not been tried for all the people he's killed although theres little difference between him and what Saddam did.

Only "most likely?"
Do you think he's going to try to ammend the constitution?
Also seing as incumbent VP's stand a good chance of becoming president do you think The Republicans are going to put Cheney on the ticket?

He would require all 50 states to agree to change the constitution... so its really a matter of if he can convince them all.
