There seems to be alot of contradiction on this subject.
My take: they are not closed. If you have the knowledge on the subject, you can do ijtihad on it.

In the modern world I'd say the gates of ijtihad are fully open hence you have groups like the salafis who say that taqlid is a bida.
Maybe Irshad Manji should become a salafi since she likes ijtihad so much.

There is an issue here, which you cannot be a mujtahid and muqallid at the same time.
Why not?
Be a muqallid in the areas where the issues are the same. Get a mujtahid for areas where there are some changes.
