No, I wouldnt expect there to be any issue to discuss in the first place.
I wouldnt expect breast feeding in public.
I wouldn't expect any offence if someone told to cover up or move somewhere discrete while breastfeeding.
I wouldn't expect people to confront someone breastfeeding and expect them to try to go about their own business.

I think discussion on any topic including this should not be discouraged. But there are more important things out there to discuss.

it does not matter what i think or what you think it matters what allah says, atleast do the minimum of even quoting your own scholars such as hamza yusuf if he has given any fatwa regarding this
islam is not i think or what you think, the rulinv and judgement has been given by allah so follow it

I read all that and I see no substance.
The rules of hijab apply to Muslims.
When it comes to individuals flouting the rules of hijab, we have been taught to look away.
If I recall correctly, this was also by way of example during the life of the prophet ﷺ when the enemy used naked women to try and distract Muslims during a battle.
